Communities and Local Government have published a free guide to organising a street party of fete complete with handy form. As stated on their website:

"Street parties and fetes are a traditional part of community life; they are a simple way for us to get to know our neighbours and meet members of our community. We want to make it easier for you to hold these sorts of local events, without having to plough through mountains of forms and red tape. So we have produced this simple step by step guide to how to hold a community event in your local area. It includes one simple form for you to use to let your local authority know about your plans."

Thats all very commendable, but what about if I want to hold an event that doesnt close any roads, is not directly involving the street residents, but is, hopefully, a community art/commercial type thing?

Well, since nobody has replied to this topic I am now in a position to reply to myself! I made contact with local council, and county council, and it seems there are no restrictions as long as pavements are not cluttered and roads closed. Both council officers seemed very encouraging, so, next year (2011) on June 11, I am organising a one day open air gallery, using council fence panels around Hollycroft Park, Hinckley as "gallery walls", for all two dimensional artworks. There will be a small charge to artists, plus a very small commission on sales that will be donated to mental health charity.
